Dehradun. Chief Minister Pushkar Singh Dhami on Saturday transferred financial assistance of ₹18.49 crore directly into the bank accounts of 10,709 eligible construction workers under various welfare schemes of the Uttarakhand Building and Other Construction Workers Welfare Board.
Addressing the programme at the Chief Minister’s residence, Dhami said construction workers play an important role in the development of the state. He directed officials to ensure that eligible workers and their families receive the benefits of education, healthcare, nutrition and social security schemes in a transparent and timely manner.
The Chief Minister also instructed officials to ensure proper treatment for workers who are found to have illnesses during health screenings. He stressed the need for coordination between the Labour and Health departments so that identified cases are referred for appropriate medical care without delay.
With the festive season approaching, Dhami directed all departments to maximize public convenience and welfare activities through their respective schemes. He also emphasized greater focus on the education of workers’ children, family nutrition, women’s health and healthcare facilities at workplaces.
According to officials, the latest DBT transfer covers 95 beneficiaries under maternity assistance, 177 under post-death assistance, 2,354 under daughter’s marriage assistance and 8,083 beneficiaries under education assistance.
Officials also presented an update on the integrated welfare model being implemented for construction workers and their families. So far, 33,429 educational material kits, 26,674 hygiene kits and 23,216 nutrition kits have been distributed, taking the total number of kits distributed to 83,319.
Under the Shramik Health Scheme, workers have undergone 20,527 health screenings and 2,32,281 health tests. The Chief Minister expressed satisfaction with the progress of the programme, noting that regular screenings have helped identify some serious illnesses at an early stage.
LCCMS Records 47.21% Growth in Cess Collection
The meeting also reviewed the progress of the Labour Cess Collection Management System (LCCMS). Officials said the digital system received the SKOCH Gold Award in the e-Governance category in 2025 and was also appreciated at the Government of India level, with the initiative being included in the Best Practices Compendium.
Through the system, 21,200 establishments have been registered online, while cess collection has increased by 47.21%. The LCCMS has also been presented as a digital governance model that could be adopted in other parts of the country.
Officials further informed the Chief Minister that the Uttarakhand Shramik Health Scheme received appreciation at a national-level Building and Other Construction Workers conference held in Mumbai. Representatives from West Bengal, Delhi, Madhya Pradesh and Chhattisgarh reportedly expressed interest in adopting the model in their respective states.
Under the initiative, mobile medical units provide health screening, consultation and referral services to workers directly at their workplaces. The model was presented as an initiative with potential for wider implementation.
Dhami directed officials to regularly monitor beneficiary coverage and eligibility verification at the district level and ensure that eligible workers, particularly those living in remote areas, are not left out of welfare schemes.
State Advisory Contract Board Chairman Kailash Pant, Vigilance Committee Chairperson Geeta Rawat, Vice-Chairperson Mohini Pokhariya, Uttarakhand Building and Other Construction Workers Welfare Board Chairman Dr. Shridhar Babu Adanki, Secretary Prakash Chandra Dumka, and officials from the Labour Department and the Board were present at the programme.
